Am 26.3.1995 trat das Schengener Übereinkommen für sieben EU-Staaten in Kraft. Seither ist die Schweiz Aussengrenze gegenüber Deutschland und Frankreich, bald auch Italien und Österreich. Die Schweiz sieht sich im Bereich der Justiz- und Innenpolitik einem wachsenden Nachholbedarf bei der Zusammenarbeit mit den EU-Staaten ausgesetzt.
