La séance extraordinaire a permis de clarifier les blocages institutionnels. Les principaux thèmes abordés ont été l'échec de la collaboration avec le Parlement sur le contrôle de l'administration, l'arrêt du projet McKinsey inefficace (EFFI/QM/BV) ainsi que des mesures d'allègement pour le Conseil fédéral (notamment des secrétaires d'État, de nouveaux modèles de direction). Un service de contrôle exécutif a été décidé, le projet McKinsey a pris fin, les règles de représentation ont été discutées et de nouveaux modèles de personnel ont été examinés. Les changements structurels ont été reportés pour le moment.
