Durch die Einführung von Art. 47 bis a GVG wurde die Mitwirkung des Parlamentes im Bereich aussenpolitik formell institutionalisiert. Dies ändert jedoch nichts an der geltenden verfassungsrechtlichen Kompetenzverteilung zwischen Parlament und Bundesrat. Der Bundesrat hofft, dass die Anwendung des Artikels die aussenpolitische Handlungsfähigkeit des Bundesrates nicht beeinträchtigen wird.
