Zusammenarbeit BAWI–DEH im Bereiche der Osthilfe

Die Osthilfe soll klar zwischen technischer Zusammenarbeit und Finanzhilfe getrennt bleiben, wobei das BAWI seine Zuständigkeit für Investitionen verteidigt und ein Ko-Präsidium mit der DEH anstrebt. Für den nächsten Rahmenkredit fordert es eine starke Gewichtung der Finanzhilfe und warnt vor einer Verwässerung durch ungebundene Zahlungen oder eine Ausweitung der Lokalkostenfinanzierung.
