Die Arbeitsgruppe 2 «Koordination» hatte sich mit der Frage der departementsübergreifenden Tätigkeit in aussenpolitisch relevanten Bereichen beschäftigt. Der Bericht identifiziert zahlreiche Probleme und schlägt verschiedene Massnahmen zu deren Lösung vor. Hauptproblem ist die zunehmende Internationalisierung jeglicher Sachfragen.
