Cette deuxième CoP de la convention sur la diversité biologique avait comme point d'orgue le choix du futur siège du secrétariat de l'organisation, pour lequel Genève était candidate. Mais les efforts d'aide au développement du Canada ainsi que le coût de la vie moins onéreux de Montréal ont fait pencher la balance du côté de la ville québécoise.
