Die interdepartementale Arbeitsgruppe Öffentlichkeitsarbeit (AGÖ) schlägt vor, PR als strategisches Führungsinstrument stärker zu verankern und eine zentrale Beratungsstelle bei der Bundeskanzlei einzurichten, um die Koordination zu verbessern. Die Aus- und Weiterbildung der PR-Verantwortlichen soll intensiviert und das Kostenbewusstsein erhöht werden. Zudem sollen PR-Kampagnen besser geplant werden, um die Kommunikation der Behörden effizienter und kohärenter zu gestalten.
