Die internationalen Verhandlungen über eine dauerhafte Friedenslösung für Bosnien sowie über einen umfassenden Wiederaufbau der ex-jugoslawischen Staaten haben sich intensiviert. Die Schweiz verfügt über verschiedene Möglichkeiten, am Wiederaufbau mitzuwirken. Mit dem Einsetzen einer umfassenden Rückkehrbewegung der Konfliktopfer ist jedoch kaum vor 1996 zu rechnen.
