As you know, Federal Councillor Dr. Willy Spühler, the Swiss Minister for Foreign Affairs and former President of the Swiss Confederation, is in East Africa for a semi-official visit2. On Monday, he was received by the Vice-President3, by the Minister of State for Foreign Affairs4 who offered together with Mr. Slade a luncheon in his honour at the Parliament Buildings which was a great success. Dr. Spühler who is accompanied by his wife5 is leaving today for Dar es Salaam and will then spend a few days in the Kenya national parks before proceeding to Uganda and Rwanda.
As the main objective of this trip is to see Swiss technical assistance projects6 and to establish contacts with the Governments in view of increasing Swiss contributions, Dr. Spühler has asked to call on the Presidents of the four countries concerned. He will meet President Nyerere tomorrow and President Obote in a week.
It has not been possible so far to arrange a meeting with H. E. the President of the Republic of Kenya7 although this has been asked some weeks ago through the channel of the Ministry of Foreign Affairs. As Dr. Spühler is coming back from Dar es Salaam tomorrow evening and will leave again the next day at noon, he is still available for a call on Friday morning. As Dr. Spühler is the first Swiss member of Government to undertake such a trip and as he is the man responsible for Swiss technical aid, I think it would be highly desirable not to miss this last chance to make this meeting possible8.
I would be obliged to you if you could help to bring this call about and I am looking forward to discussing the matter with you this afternoon after Parliament.
