Die Schweiz will Genf zu einem internationalen Umweltzentrum ausbauen und versucht deshalb die permanenten Sekretariate der UN-Umweltkonventionen in Genf anzusiedeln. Mit der Strategie der Co-Lokalisation aller drei Sekretariate präsentiert sich Genf als effiziente und kostengünstige Variante.
