Le Conseil fédéral soumet à l'Assemblée fédérale le message relatif à l'approbation des accords du GATT négociés durant le cycle de l'Uruguay. Ces accords entraineront la modification de 16 actes de la législation fédérale ainsi qu'une nouvelle loi fédérale. Les principales modifications touchent la propriété intellectuelle, l'agriculture, l'approvisionnement du pays, les banques et les marchés publics.
