La Suisse ratifie le Memorandum of Understanding relatif à l'exécution du projet Mercure, signé à Madrid le 25.11.1994. Mercure prévoit la collaboration de six pays europeens (Belgique, Grande-Bretagne, Norvège, Autriche, Espagne et Suisse) avec l'Agence spatiale européenne (ASE) dans le domaine des télécommunications de données concernant l'environnement.
