Auf der Grundlage der Verordnung über das Zentrale Ausländerregister (ZAR) wurden verschiedene Ämter an das ZAR angeschlossen, die für ihre gesetzlichen Aufgaben Personendaten abfragen können. Der Zugriff weiterer Ämter wird im Rahmen der vorliegenden Totalrevision des ZAR geregelt. Den Amtsstellen mit Polizeiaufgaben wird eine Datenbekanntgabe im Abrufverfahren eingeräumt, wobei der Zugriff streng auf die Personenidentifikation begrenzt ist.
