Das im Pariser Club im April 1994 mit Bulgarien unterzeichnete Protokoll dient als Basis für das dritte bilaterale Umschuldungsabkommen über 16 Mio. Franken (Anteile der ERG und der Exporteure). Auf die ausstehenden Beträge wird ein marktnaher Konsolidierungszins erhoben.
