Um die Departemente schneller über gefasste Bundesratsentscheide zu informieren, wurde Anfang 1968 das auf gelbem Papier verfasste «Beschlussprotokoll I» eingeführt. Das Beschlussprotokoll I war im Grunde eine Kopie der Traktandenliste, auf der die Bundesratsentscheide in Kurzform notiert wurden.
