Debt for Nature Swap (DFNS) mit Bulgarien: Diskussionsbeitrag

Grundsätzlich ist der Idee eines DFNS mit Bulgarien mit Interesse zu begegnen, insbesondere im Hinblick auf die Umweltkonferenz in Sofia im Herbst 1995. Falls ein DFNS zustande kommt, könnte dessen PR-Effekt an der Konferenz genutzt werden. Die Zurückhaltung des EFD in Bezug auf eine weitere Entschuldung mit einem osteuropäischen Land ist nicht nachvollziehbar. Vom indikativen Betrag von CHF 40 Mio. für Entschuldungsmassnahmen mit Osteuropa sind erst 1,8 Mio. für Polen verwendet worden.
