Pendant son séjour à Riga, le Secrétaire d'État Blankart signe les accords bilatérals de libre-échange et de protection des investissements. La Lettonie doit diversifier les marchés d'exportation et attirer des investissements étrangers. Le seul problème bilatéral reste la Villa Rosa à Genève.
