The Philosophy of Neutrality

The means to maintain freedom and independence vary from nation to nation. The mean that Switzerland has chosen is permanent neutrality. Neutrality directs the foreign policy of a nation, there is, however, no neutrality of opinion. Neutrality obliges the state, not the public opinion.
