Erstmals treffen der Sonderausschuss des Forums für Sicherheitszusammenarbeit sowie der Ständige Rat (ehemals Ständiger Ausschuss) der KSZE zu Sitzungen zusammen. Ersterer nimmt eine Beurteilung der Ergebnisse der Überprüfungskonferenz und des Gipfels von Budapest vor, letzterer diskutiert die Lage in Serbien-Montenegro, Estland, Lettland sowie in Bosnien.
