Le Commonwealth est une "libre association de nations indépendantes" (composée d'anciennes colonies anglaises devenues "Dominions" - Canada dès 1867-, communautés autonomes dans l'Empire britannique) sans constitution mais lié par l'allégeance à la Couronne, des intérêts et des valeurs communes (paix, liberté et sécurité).
