Activity and Background Report Nr. 1 of the CSCE Mission to Ukraine

Background information on the establishment of the Mission, its tasks as provided in the mandate and its activity in November and December 1994. The arrival of the Mission in Kyiv has been welcomed. A more cautious approach was manifested in Simferopol. The Mission focused its efforts from the very beginning on the Crimean issue, where new efforts for dialogue are required to find a compromise solution.
