The government of the U. S. is convinced that there is no negotiable CIEC package which industrialized countires could accept and which would also represent suficient inducement to OPEC to refrain from a sustantial oil price increase. Thus it would be dangerous to strengthen the linkage between Least Developed Countries (LDC) and OPEC.
