The Coopers & Lybrand report portrays the NEAT project as an essential long-term investment for Switzerland, since only new base tunnels such as Gotthard and Lötschberg can meet the surging demand for efficient and sustainable alpine transit while supporting modal shift from road to rail. Despite very high costs and significant risks, the consultants conclude that macroeconomic advantages, environmental protection, and the safeguarding of Switzerland’s strategic transit role clearly justify the undertaking if financing and coordination are carefully managed.
