Switzerland's first draft discussion paper on the EEA reflects its desire to liberalize services and capital markets as a priority, while maintaining control over the liberalisation of goods – environmental and health standards – and people – facilitating access to academics and scientists as a priority. All stages, from the creation of new rules to their implementation, should furthermore be accompanied by co-decision and arbitration mechanisms.
