The Irish representation in Geneva should send regular telegraphic reports on the general outlook including reports on conversations with Swiss Ministers and officials and general impression in Switzerland on progress and probable outcome of war as well as all infringements of Swiss neutrality by air or otherwise stating action taken by Swiss Government and reply made by offending belligerent.
