Answer to your telegram of July 18th2 concerning liquidation Soviet orders necessitated detailed inquiries. Beg therefore to excuse delay occured. Have now the honour to let you know that release of Soviet funds withhold in Switzerland as conservatory measure can be taken into consideration when following conditions are fulfilled:
1. Competent Soviet offices take the necessary steps in order that reimbursement of credits granted by Swiss Importfirms for Soviet and foreign goods takes immediately place.
2. Rest of Soviet funds in Switzerland will exclusively be used for payment of Swiss commercial claims.
3. Agreements upon Soviet orders left to the care of Swiss furnishers and Soviet buyers between whom private understandings have to be concluded. Amounts which Swiss firms must eventually refund in application of such understandings have to be paid to Swiss Nationalbank for liquidation of other Swiss commercial claims.
4. Switzerland is willing to temporarily renounce the right conceded to it in accordance to agreement of February 24 1941 of obtaining integral compensation in goods for machines eventually to be stored in Switzerland in account of USSR in application of private understandings. Above mentioned proceedings greatly in harmony with the text of your proposals of July 18th hope therefore you will approve them. If your agreement obtained, beg to let me know as soon as possible which payments according to above No one and later according to No two you have in view3.
