Your Government has no doubt been made aware of the terms of the Covenant for establishing a League of Nations which has recently been laid before the Conference at Paris.
Before the Covenant is definitely adopted, the Conference earnestly desires that neutral governments should have an opportunity of considering it and representing their views upon it. There is a certain difficulty in consulting the neutral governments officially since the present Conference at Paris is a meeting of belligerent powers, but this difficulty does not apply to private and unofficial consultations.
In the absence of President Wilson, Chairman of the Commission appointed by the Associated Powers to consider the League of Nations, I have been requested to invite your Government to attend a private and entirely unofficial conference to take place on Thursday, the twentieth of March. If your Government should desire to accept this invitation I shall be glad to furnish you with all particulars as to the time and place of meeting.
