War records from the special assistant for Economic Warfare, H. Neff. (RG 107, Entry 160, Boxes 906-907, 910, 927-929) Unfortunately there were no minutes for the Office of Economic Warfare. However it provides a very interesting picture of the hard-line taken by the War Dept., and specifically Assistant Secretary of War Robert Patterson. They were consistently a voice calling for more stringent measures against the Swiss, and doubting Swiss motives.
