"The gist of Mr. Kelly`s argument as I see it, is that our policy of withholding supplies of materials essential to their industries is making it inevitable that Switzerland should lean more on Germany for support of her internal economy and, further is depriving their army and defensive works of the means of maintaining strength sufficient to make a German attack by armed forces more costly than it is worth. Some exportation to Germany is a Hobson`s choice which they dislike and not a sign of voluntary acquiescence in Germany`s schemes.
M.E.W. have the responibility and the situation for them is one of extreme difficulty since is their task to make the blockade as effective as possible. Mr. Kelly`s telegram gives M.E.W. an angle from which to view individual cases and we must presumably leave it to them to square the two angles (if it is mathematically conceivable)".

An einem Meeting of the Export Committee wurde Frage der Exporte nach der Schweiz erwähnt und das Export Licensing Department of the Board of Trade habe Johnstone informiert, dass komplette Sperre für alle Güter nach der Schweiz.
"I quite understand that, [... deutsch-schweizerisches Abkommen vom 18.7.1941 ...], "it may be necessary to restrict temporarily the export of British goods to Switzerland; but I hope there will be the minimum of delay in taking a decision so that manufacturers and exporters, particularly of "non-dangerous" goods, may not be unnecessarily hampered."
