Britischer Gesandter in Bern, Kelly, meldet im November 1940, dass Deutschland mit der Schweiz eine Zollunion planen würde. Kelly (Bern) an FO, 5./6.11.1940: "Commercial Seretary was informed by reliable source in Lucerne that Germany has intimated to Swiss authorities that Switzerland should enter into a customs union with Germany, that the present clearing agreement will continue till next spring, when Germany will press her demands for union, and Swiss are disturbated."
