Die Neutralität hindert die Schweiz nicht daran eine Aussenpolitik zu haben. Sie ist vielmehr das Grundelement und zugleich das wirkungskräftigste Werkzeug dieser Politik. Nichtsdestotrotz ist es notwendig, dass die Schweiz eine weltoffene, verständnisvolle und konstruktive Aussenpolitik betreibt.
