"Since our situation with respect to neutral nations is constantly changing, it is requested that, prior to the adoption of a new export policy reference Sweden or any other neutral, the proposed revisions be made available to the U.S. Joint Chiefs of Staff for comments."

Über ein Gespräch mit Bruggmann über die Schweizer Verhandlungen in London (Vorschläge der Schweiz). USA will nur entgegenkommen, wenn Schweiz Lieferungen in Gruppe 1 [nach Deutschland] stark senke. "He pointed out, as he always does, that it is to our advantage to have a wellarmed Swiss Army and that Switzerland is dependent upon Germany for her military supplies. He added that if the Allies attack the southern coast of France, he believes it more than possible that the Germans would attempt to send reinforcements to that area, forcing their way through Switzerland from Basel to Geneva."
Johnson hat Verständnis für schwierige Lage der Schweiz, bleibt aber bei den Forderungen. Ist zum erstenmal optimistisch, dass Schweiz Forderungen (teilweise) annehmen. Er würde eine 50%ige Reduktion der Lieferungen annehmen.

Über schweizerisch-alliierte Verhandlungen.
- Navicerts, "successful smuggling" der Schweizer
- Exportquoten der Schweiz (nach Deutschland)
- "There are important military and political aspects and the question is therefore not simply one of supply. The Swiss are representing our interests in enemy countries and we rely upon their assistance in connection with our prisoners of war. We regard it as in our interests to maintain Switzerland as being almost the only European Democracy. Swiss political circles have reacted favourably to the determination of the Swiss army to resist agression. It is in our interests to support the morale of the Swiss army and as the materials in short supply are mainly required by the army we should therefore make the condition that only the army should receive these supplies. Switzerland also provides our main centre in Europe for military and political intelligence."
- Weitere intelligence activities und wichtiger Schmuggel (intrument jewels) können nur mit Schweizer Unterstützung geschehen. Deshalb darf man Schweiz nicht verärgern.
- Agreement muss gefunden werden, um Schweizer Armee zu beliefern.
