"1. Combined Raw Materials Board was set up in Washington as result of Prime Minister's visit to plan the development, expansion and use of raw material resources of the united nations. Board will allocate these raw materials in the highest interest of the war effort.
2. The requirements of the United Kingdom, the Empire, the Middle East and the European neutrals are being prepared in London, and Ministry of Economic Warfare has been made responsible for drawing up tables of the minimum requirements of Spain, Portugal, Sweden and Switzerland.
3. All telegrams relating to supplies for these countries should accordingly be sent in the Arfar series."
