Roberts: "my own feeling is that hard-headed neutrals realise even better than we do that they are unlikely to see their money again. They regard it, therefore, as a sort of 'Danegeld' designed to propitiate the Germans and so enable them to maintain their neutrality. In some cases, and particularly that of Switzerland, there is also a determination to maintain 100% employment for fear of labour unrest and Bolshevism. This can only be done by working for the Germans and providing credits for the purpose."
