Le "Panel on Science and Technology" fut mis sur pied en 1959 par le Comité pour la science et l'astronautique de la Chambre des représentants. Il s'agit d'un groupe permanent d'experts scientifiques qui prépare une "toile de fond" d'informations scientifiques sur laquelle le Comité se base pour s'acquitter de ses responsabilités législatives.
